Employers value the benefit using either the statutory formula method (a flat 20% of the car's base value, reduced by employee contributions; the base value reduces by one-third after the car has been held for four full FBT years) or the operating cost method (actual running costs multiplied by the private-use percentage, which requires a valid logbook). Eligible battery-electric and hydrogen fuel-cell cars first held and used on or after 1 July 2022 and under the luxury car tax fuel-efficient threshold are exempt from FBT, though the benefit remains reportable; plug-in hybrids stopped qualifying for the exemption from 1 April 2025 unless covered by an earlier binding commitment. Claims need evidence showing how much fuel was used, the activity it was used for, and the vehicle or equipment involved. Enrolled vehicles contribute road-use data — location, time and vehicle identity — which is aggregated and de-identified through the Telematics Analytics Platform before it is shared with road managers to help plan and maintain the network.
