EP23 Elite is now TCA type-approved at Level 2

By The IntelliTrac team · 23 October 2026 · Telematics

Transport Certification Australia has type-approved IntelliTrac's EP23 Elite tracker at Level 2. Here's what the approval covers and what it means for your vehicles.

Transport Certification Australia (TCA) has type-approved IntelliTrac's EP23 Elite (model ELITE-300-EP23) at Level 2. TCA announced the approval on 23 October 2026, adding our installed Elite tracker to the national list of independently assessed telematics devices.

For fleets running heavy vehicles, reporting to government or buying through a tender, that matters. The tracker on your vehicle has now been tested against the same national specification Australian transport agencies rely on.

What TCA type-approval covers

Type-approval is TCA's independent assessment of a telematics device against its Telematics Device Technical and Functional Specification. Assessors check whether the device meets functional, technical, security and environmental requirements.

Paddy Goodall, General Manager Service Delivery at Austroads, congratulated IntelliTrac on the approval. He said the process gives government, industry and end users confidence in the reliability, integrity and performance of the technology.

Level 2, and why it matters

The National Telematics Framework sets a level of assurance for each scheme. Road Infrastructure Management (RIM) runs at Level 1. The Telematics Monitoring Application (TMA) runs at Level 2. EP23 Elite is approved at Level 2 and supports Level 1 as well, so one device is ready for both.

The approved configuration, as listed by TCA:

  • Device model: ELITE-300-EP23
  • Firmware: ELIT_H2_v0.2.0.3_ITCR
  • Levels of assurance: Level 2 and Level 1
  • Cellular connection: 4G

What EP23 Elite brings to your fleet

EP23 Elite is our installed tracker for vehicles that need more than a dot on a map. It sends live location and journey history to the IntelliTrac platform, along with driver behaviour monitoring and alerts for harsh braking, collisions, rollovers and speeding.

It grows with the vehicle, too. Add RFID driver ID, CAN bus data, PTO and engine hours, or Iridium satellite coverage through IntelliTrac Extend for sites beyond mobile coverage.

IntelliTrac has designed and built its own hardware and software in Australia since 1987. The team that built the tracker also builds the platform it reports to, and an independently approved device makes that pairing stronger.

What comes next

Schemes in the National Telematics Framework are delivered through certified or registered application service providers. IntelliTrac is progressing its submission to become a certified Application Service Provider, the next step towards offering EP23 Elite in TMA and RIM schemes. We'll share the news here as soon as it lands.
